These are the different strength levels that characters can have. These are mostly just RP guidelines, and keep in mind that your character’s power may be incredibly useful outside of danmaku battles, making them very capable/dangerous even if they’re a Stage 1, or incredibly useless outside of battles, making them rather harmless even if they’re a Stage 6. In addition, characters can have varying states that change their power level, like Alice with/without using her grimoire, or Keine and her were-hakutaku form, or a shikigami being around their master.
Stage 1- Most basic youkai are at this level of power, as are human outsiders that manage to learn magic. Weaker than most important characters, though. Good for characters mostly existing for interaction. They can defend themselves, but they aren’t going to put up much of a fight unless you go really easy on them.
Examples of canons at this level:
Rumia
Letty
Wriggle
Yamame
Stage 2- Basic humans from Gensokyo and a good portion of youkai are at this level of power. A good level for interaction characters who you want to be able to fight sometimes, but don’t care about winning. They can hold their own against stronger characters for a time, but are likely to lose in the end.

Parsee
Mystia
Chen (alone)
Kyouko
Stage 3- The average strength of notable youkai and human magicians. This is the start of the range where people are capable of consistently winning against Stage 1 and 2 characters, and being able to defend themselves against higher levels with a chance of overcoming them through stubbornness or strategy.
Examples of canons at this level:
Alice (without using her grimoire)
Keine (human form)
Ichirin
Meiling
Stage 4- Uncommon and powerful youkai, and the very rare magically-gifted human. This is the middle of the range where people are capable of consistently winning against Stage 1 and 2 characters, and being able to defend themselves against higher levels with a chance of overcoming them through stubbornness or strategy.
Examples of canons at this level:
Satori
Reimu
Marisa
Aya
Stage 5- Rare, potentially dangerous youkai, and near-mythical humans. This is the top of the range where people are capable of consistently winning against Stage 1 and 2 characters, and being able to defend themselves against higher levels with a chance of overcoming them through stubbornness or strategy.

Sakuya
Komachi
Reisen
Sanae
Stage 6- Youkai that are not to be trifled with, often well-known. While they can lose to Stage 3-5 characters, they will win against them more often than not. Good battle characters, but for interaction, may or may not be suitable due to their tendency to have a reputation. Don’t make these unless it’s really called-for.

Remilia

EX Stage- Either secret or famous, and highly dangerous in some way. Even a Stage 6 character will struggle against these. You must earn the right to have one of these, because they are so overwhelmingly powerful that they are hard to play properly.

Phantasm Stage- Incredibly powerful beings, one in a million if not rarer. They will only lose if they are not trying- which, considering that the only known example is Yukari Yakumo, is actually more common than you’d think. You may not create one. Period. In addition, Yukari Yakumo is a staff-controlled NPC, so you cannot play a canon either.
